Hong Kong under the British Administration of

their own election, presumably because they

prefer to live under the British Administration,

though they may not, of course, be prepared to

say so.

The foregoing is, of course, very much

for your own personal eye. As I have explained,

I am not in a position to let you have any views

to pass on to your constituent, to whom, in any

case you will no doubt be sending a purely

noncommital reply, merely noting the views quoted

in her letter.
